The Proposal Hidden Grove Mixed-Use Development (PLN24-0057 / GPA24-0001)

Location: 12647 State Highway 174, Cedar Ridge, CA (3.31-acre parcel on the south side of Hwy 174, accessed via private Hobart Lane)

The applicant describes this project as a “live/work/play” community; the “live/work/play” components are the later phases. Phase 1 focuses on legalizing an existing business, which has been out of code compliance for at least 6 years, and subject to multiple code violation complaints.

This proposal requires multiple exceptions to county standards and has raised significant concerns regarding compatibility with the rural character of Cedar Ridge, wildfire safety, traffic on narrow roads, and living above industrial uses.

What is Proposed:

  • Rezone the entire 3.31 acres from split Estate / Neighborhood Commercial to Business Park (BP-SP-RC)

  • Expand the existing Cedar Ridge Rural Center to include the full parcel

  • Build three two-story mixed-use buildings on just 1.2 acres of the property containing:

    • 15 single-bedroom residential units

    • 9 light industrial / commercial units

  • Create 49 parking spaces

  • Four-phase development with associated septic systems, landscaping, and site improvements

  • General Plan Amendment (to change land use designation and expand the Rural Center)

  • Zoning Map Amendment

  • Comprehensive Master Plan

  • Development Permit

  • Tentative Parcel Map (4 lots)

  • Conditional Use Permit

  • Road Standards Exception (narrow Hobart Lane from 50 ft to 30 ft right-of-way)

  • Oak Tree Management Plan (removal of one landmark oak)
